Administrative agencies are interesting creatures in our system of government. They are part of the executive branch, but have quasi-legislative and quasi-judicial powers that must be considered when doing legal research. Regulations, which stem from the quasi-legislative power, are not featured prominently in law school, but students may run across them occasionally in the curriculum. Administrative decisions, the product of the quasi-judicial power, are even more invisible in law school than regulations and it’s possible law students are unfamiliar with them.
